Getting a license from the Town Hall is a mandatory requirement before starting any construction works.
Building Permission
Major Works
A “Major Works” license is required anytime construction involves changing or exending the physical floor layout, structural integrity, footprint of the building or facade, as well as any new build.
Obtaining a license can take between three and six months, depending on the municipality. In addition, your residential area may have its own regulations, and it must be ensured that the project is compliant with those building codes. Sometimes, the Town Hall may require the approval of the residential area prior to issuing any license.
Fees are about 5% of the total build cost.
Minor Works
Any changes to your property will require a “Minor Works” license. This license is easy to get and does not usually take more than 4 weeks to be issued by the Town Hall. However, approval is required before commencing work. Fees are generally about 5% of the build cost.

First Occupation License
After all the works have been completed and taxes have been paid, the Town Hall will issue the First Occupation license. Connection to utilities will not be possible before this license has been granted.
Fees are about 0.4% of the construction works cost.
